Licensing a Small Speedboat for Park Work After Purchase

Licensing a Small Speedboat for Park Work After Purchase

A speedboat purchase in Labuan Bajo can complete in ten days. Making that boat legally able to carry
paying passengers into Komodo National Park takes considerably longer, and buyers who assume the two
timelines are the same lose weeks of the season. The gap between owning a boat and operating one
commercially is the most consistently underestimated part of a small-vessel purchase here.

Owning is not operating

Three separate things must be true before the boat earns:

  1. The vessel is registered to a party legally able to own it.
  2. The vessel holds the certification and permissions applicable to carrying paying passengers.
  3. The operating party holds the standing to conduct that business, and the crew hold the required
    qualifications.

A transaction can satisfy the first and leave the other two unaddressed. That produces a boat sitting
at a mooring, fully paid for, generating nothing.

Registration and ownership standing

Indonesian-flagged commercial vessels are owned by Indonesian legal entities. If you are a foreign
buyer, the entity that will hold the vessel must exist before completion. Establishing a company is not
an afternoon’s work and the timeline is genuinely measured in weeks to months depending on the structure
and the sector permissions required. Buyers who begin this after finding a boat almost always miss their
intended start date.

Re-registration into the new owner’s name after transfer takes further weeks, and until it is complete
the vessel’s status is transitional. Draft the sale agreement so the seller is obliged to cooperate with
post-completion registration formalities — you will need their signature on documents after they have
been paid.

Passenger operation and safety certification

A boat carrying paying passengers is held to a different standard than a private craft. Expect
requirements around:

  • Safety equipment sized to the certified passenger number — lifejackets including child sizes,
liferafts or buoyant apparatus as applicable, fire extinguishers, first aid provision.
  • Communications equipment appropriate to the operating area.
  • Navigation lights and sound signalling in working order.
  • A certified maximum passenger number, which is set by the vessel’s certification and not by how many
    seats the previous owner installed.
  • Periodic inspection and certificate renewal.

That fifth point deserves emphasis. Sellers routinely quote a seating capacity rather than a certified
capacity. Verify the certificate before the deposit, because a boat certified for twelve that you
purchased to carry twenty is a different commercial asset from the one you thought you were buying.

Park access

Operating inside Komodo National Park involves entry fees and compliance with park rules covering
anchoring, waste, wildlife interaction and permitted activities. These arrangements are administered by
the park authority and are subject to change; verify current requirements directly rather than relying
on what an operator did two seasons ago. Practical compliance also matters — designated moorings,
prohibited anchoring zones and guide requirements at certain landings — and crew need briefing on all of
it before the first commercial trip.

Crew requirements

A commercially operating speedboat needs qualified crew. The master requires certification appropriate
to the vessel and the operation, and where passengers are carried, crew numbers and competencies are
part of what makes the operation lawful. This is also an insurance issue: policies commonly warrant crew
qualification, and operating outside that warranty can void cover at exactly the wrong moment.

A realistic timeline

StepRealistic duration
Establish the owning entity (if not existing)4–12 weeks
Complete purchase and transfer1–3 weeks
Re-registration3–8 weeks
Safety certification and inspection2–6 weeks
Insurance binding2–4 weeks (parallel)
Crew recruitment and briefing2–4 weeks (parallel)

Sequenced properly, with the entity established in advance and the certification and insurance tracks
running in parallel, a boat can be earning six to ten weeks after completion. Sequenced badly — entity
started after purchase, certification discovered late — the same boat sits for a season.

Buying a boat that is already compliant

Where a speedboat comes from an operator with current certification and a clean record, part of this
burden is reduced — though permissions attached to the seller’s operating company do not transfer with
the hull. Ask specifically: which documents follow the vessel, which follow the company, and what will
I need to obtain in my own name. A seller who can answer that clearly is worth paying a modest premium
to buy from.

Practical advice

Engage local advisers before you engage a broker. Establish the entity, understand the certification
path for the size and passenger count you intend, and only then start looking at boats. Buyers who
follow that order consistently start earning in the season they intended to.

Frequently asked questions

Can I operate the boat privately while permits are processed?

Private use has a different and generally lighter requirement set than commercial passenger carriage, but you must not carry paying passengers before the commercial position is complete. Doing so risks the vessel, your insurance and your standing with the authorities.

Do the seller’s permits transfer with the boat?

Some vessel-specific certification does; permissions held by the seller’s operating company do not. Establish the split in writing before the deposit rather than discovering it after completion.

How many passengers can a typical transfer boat carry?

Whatever its certificate says, which is frequently fewer than the seats fitted. Certified capacity is the number that governs your insurance, your compliance and your revenue model.

Should I set up the company before or after finding a boat?

Before, without exception. Entity formation is the longest lead item in the whole sequence, and running it in parallel with the search is what allows a purchase to convert into an operating asset inside one season.
